Buy shares spam

I have in the last couple of days received over 100 pump-and-dump spams bullying me to buy cheap shares, containing a gif image with the 'share-tip' and a twenty line mambo-jumbo underneath. If the spammer sending this is getting paid by mail, then I get it, but if he earns a living by getting a percentage of sells, than he must be poorer than a Chinese peasant.
These poorly written spam e-mails don't offer any additional information, such as the most important one: where to buy that damn shares? So, one would have to be really mentally challenged to try to buy any of these shares.
BBC news says that many companies are also getting offers to buy services from these pump-and-dump spammers:
The badly spelt and poorly punctuated e-mail in fact offers two services in one go: "boosting" the company's own share price, and offering "information" about other prospective share price rises.
I think this is illegal, but who am I to judge?
One of the companies mentioned in the pump-and-dump spam e-mails is trying to correct that problem, claiming that they do not market through spam, but as I can tell, little progress has been achieved.
